Stakeholder engagement software for transport projects: your options

The main options for transport stakeholder engagement are purpose-built stakeholder relationship management platforms such as Tractivity, generic CRMs, survey tools, consultation and community platforms, and project management tools. For multi-project schemes with formal consultation and planning scrutiny, a purpose-built platform keeps every stakeholder, issue and response in one auditable record.

That matters because consultation, issue tracking and reporting on transport schemes are often planning requirements or regulatory obligations, and they’re key to keeping community and political support through planning, construction and operation. So transport teams need to judge software differently from teams running informal or marketing-led engagement.

What transport teams typically evaluate

When selecting stakeholder engagement software for transport infrastructure projects and operations, teams typically assess:

  • Multi-project coordination capabilities
  • Public consultation workflow management
  • A stakeholder-centric data model
  • Scalability for high consultation volumes
  • Multi-year project lifecycle continuity
  • Reporting aligned to planning authorities and governance bodies

These criteria reflect the compliance, scrutiny and long timelines inherent in transport infrastructure.

Transport solid foundation

Types of software transport teams consider

Purpose-built stakeholder engagement platforms
Designed specifically to manage consultation workflows, stakeholder engagement, stakeholder records, issue tracking and planning-ready reporting in infrastructure environments. Examples include Tractivity.
Generic CRM systems
Built primarily to manage sales pipelines and marketing communications. Common options include Salesforce, Microsoft Dynamics, and HubSpot. All three are highly configurable and are used widely across infrastructure organisations, so the question is how much configuration a formal consultation programme needs. Ask any CRM supplier to show you a consultation workflow, a consultation audit trail and shared stakeholder records across concurrent projects built in their product as standard, and what that configuration costs.
Survey and feedback tools
Tools like SurveyMonkey and Qualtrics are built to design and analyse questionnaires. They are strong at response capture and analysis, and are commonly used for one part of a consultation rather than the whole process.

Dedicated consultation platforms

Citizen Space, from Bristol-based Delib, is a different category again. Delib describes it as “a consultation and engagement platform that transforms how governments connect with citizens”, with response tagging, First Pass Analysis, response publishing and its “We Asked, You Said, We Did” closing-the-loop function. Its G-Cloud 15 pricing runs from £10,495 to £24,995 a year for local tiers, £14,995 to £39,995 for national and £49,995 to £94,995 for its full-service option.
Community engagement platforms
Granicus’ Sentiment & Feedback (EngagementHQ) and Commonplace (powered by Zencity) provide public-facing participation platforms, with surveys, quick polls, forums, ideation and interactive mapping. Granicus described EngagementHQ on its G-Cloud 14 listing as "the world's leading public consultation platform" and publishes a “Participant Relationship Management (PRM) database with audience segmentation”. Both are strong at reaching a wide public audience. As at August 2026 we found no published feature in either supplier’s material describing staff-side logging of meetings, calls and correspondence against a named stakeholder record, combined with commitment or obligation tracking. Ask both suppliers to demonstrate how a private stakeholder record and its full interaction history are maintained.
Project management tools
Software like Microsoft Project, Asana and monday.com is designed to manage tasks and internal workflows rather than maintain structured stakeholder engagement records or consultation evidence.

How these approaches perform in transport contexts

Multi-project coordination

Transport organisations often manage multiple concurrent projects, such as rail extensions, highway schemes and station upgrades, with overlapping stakeholder groups.

  • Purpose-built platforms: designed for managing stakeholder engagement across multiple projects in a single system with unified stakeholder records.
  • CRMs: require extensive customisation to coordinate stakeholder data across project boundaries without duplicating records.
  • Survey tools: typically campaign-based, not project-structured.
  • Community platforms: Granicus publishes “Multi-Department Hubs (Private and Public)” for EngagementHQ, so several teams and projects can run in one instance. Ask how one stakeholder record is shared across concurrent schemes without being duplicated, and who can see what.
  • Project tools: task-focused rather than stakeholder-focused.

Public consultation management

Transport projects often require formal consultation phases, generating hundreds or thousands of responses across digital and non-digital channels.

  • Purpose-built platforms: built for multi-phase consultation at scale with workflows for capturing all response types (online, email, letters, face-to-face), logging issues, tracking resolutions, and generating consultation reports for planning submissions.
  • CRMs: configurable but not inherently structured around statutory or planning consultation workflows.
  • Survey tools: strongest on online response capture. If your consultation also arrives by letter, telephone or at a public exhibition, ask the supplier how those responses are brought into the same dataset and how issues raised are tracked to resolution.
  • Community platforms: built around the public-facing consultation portal. Granicus publishes a Participant Relationship Management database for EngagementHQ, so ask how a named landowner, business, statutory consultee or elected member is held as a private record, and how meetings and correspondence with that person are logged against it.
  • Project tools: unsuitable for structured consultation processes.

Stakeholder data architecture

Transport engagement requires linking individuals, organisations, issues and project phases over time, not sales opportunities or marketing campaigns.

  • Purpose-built platforms: stakeholder-centric data models where interactions, issues, and communications are linked to individual stakeholder records across all projects.
  • CRMs: the standard data model is built around accounts, contacts and opportunities. Ask how community stakeholders, statutory consultees and elected members are modelled, and what configuration is needed to link them to projects, issues and consultation phases.
  • Survey tools: organised around responses rather than people. Ask what persists about a respondent once a survey closes, and whether the same person can be recognised across two consultations.
  • Community platforms: organised around participants. Granicus publishes a Participant Relationship Management database with audience segmentation for EngagementHQ, so ask what that database holds and whether staff can log a meeting or a phone call against a named record.
  • Project tools: task-centric, not stakeholder-centric.

Disruption and construction communication

Metro projects, highway schemes, and rail works require targeted communication with residents and businesses affected by construction activity, with clear records of disruption notifications and complaint handling.

  • Purpose-built platforms: segment stakeholders by proximity to works, send targeted notifications, capture construction-related complaints and track responses, keeping a record of every disruption notice and complaint.
  • CRMs: lack geographic segmentation and disruption-specific workflows without customisation.
  • Survey tools: not designed for ongoing disruption communication.
  • Community platforms: Commonplace publishes a “Respond” feature that lets a team reply to an individual comment, publicly or privately, and “Commonplace Select” for engaging a predefined list of stakeholders or tenants. Ask how a single construction complaint is tracked from first contact through to resolution, and what record remains once the consultation closes.
  • Project tools: not designed for external stakeholder communication.

Planning and governance reporting

Transport projects must demonstrate consultation and engagement activity to planning authorities (Development Consent Orders, Transport and Works Act applications), governance boards, and public accountability bodies.

  • Purpose-built platforms: structured reporting aligned to planning and governance requirements, demonstrating consultation compliance and issue resolution.
  • CRMs: reporting optimised for sales and marketing metrics, not consultation evidence or planning submissions.
  • Survey tools: reporting is built around response analysis. Ask to see a worked example of the consultation report format your consenting regime expects, with issue logs and response tracking.
  • Community platforms: reporting is built around engagement and participation analytics, and Zencity publishes AI theme and sentiment reporting on top of that. Ask what a per-stakeholder engagement report looks like across several project phases.
  • Project tools: task completion reporting, not stakeholder engagement evidence.

Multi-year lifecycle support

Transport infrastructure projects may span many years from planning through construction to operation. Teams change, but stakeholder relationships and engagement history must remain accessible.

  • Purpose-built platforms: designed for continuity across project phases and team changes, maintaining stakeholder records and interaction history throughout the full lifecycle.
  • CRMs: optimised for shorter commercial cycles, not decade-long infrastructure programmes.
  • Survey tools: usually organised by campaign. Ask how long response data is retained, and whether a respondent can be recognised across consultations years apart.
  • Community platforms: usually organised around a consultation or a hub. Ask what happens to the stakeholder record and the engagement history when a consultation closes and a new phase opens.
  • Project tools: delivery-focused rather than engagement-focused.

Cost structure

  • Purpose-built platforms: pricing models vary, so compare the total for your team size. Tractivity is from £9,495 a year for the SRM licence, plus £500 per additional user. The SRM licence is all-inclusive: every module, feature, report and integration, with no feature tiers and no record caps. Onboarding and training are free on three-year subscriptions, support is unlimited, and Engage-360, our public engagement portal, is a separate product, priced separately.
  • CRMs: per-user licensing becomes expensive for large transport programmes requiring cross-team access to stakeholder records.
  • Survey tools: usually seat-based plans with response allowances, so check both the seat count and the response cap.
  • Community platforms: published G-Cloud 15 prices, checked September 2026: Granicus EngagementHQ in population bands for local government, £13,200 to £26,950 a year (Standard) and £15,400 to £35,200 (Professional); Commonplace (powered by Zencity) £3,500 to £9,000 (Standard), £13,250 to £25,750 (Essential) and £20,500 to £40,000 (Professional). Neither publishes prices on its own website, so G-Cloud is the source to quote.
  • Project tools: per-user licensing.
Based on publicly available information, reviewed August 2026. Suppliers change their published positions, so check each vendor's own current website and G-Cloud listing before you decide.

Where Tractivity fits

Tractivity, the UK stakeholder relationship management platform, is built for transport infrastructure programmes.

It provides:

  • Multi-project stakeholder management in a single system
  • Structured public consultation workflows for planning submissions
  • Stakeholder-centric data architecture
  • Disruption and construction communication capabilities
  • Issue and sentiment tracking across project phases
  • Reporting aligned to planning and governance requirements
  • Continuity across long project lifecycles

Tractivity is used by train operating companies, including Great Western Railway, Govia Thameslink Railway, CrossCountry and WM Trains, by the Midland Metro Alliance and Heathrow Airport, and by the sub-national transport bodies Transport for the South East and Transport East. The Midland Metro Alliance has delivered more than 2,500 stakeholder engagements across concurrent metro extension projects through one shared platform, and Transport for the South East replaced 20 spreadsheets and now manages five times the contacts in less than a quarter of the time.

For transport infrastructure projects requiring formal consultation, multi-project coordination and evidential reporting, Tractivity provides the structured engagement record these environments demand.

When a different tool may be sufficient

Generic CRMs, survey tools or project management systems may be appropriate for:

  • Informal engagement programmes
  • Small-scale community initiatives
  • Single-project operations without formal consultation obligations
  • Basic stakeholder contact management with no planning submission requirements

However, in regulated transport contexts where documentation, traceability and compliance are central requirements, specialist stakeholder engagement infrastructure is typically necessary.

Common questions about transport stakeholder management software

Can stakeholder engagement platforms integrate with other transport systems?

Tractivity integrates with Microsoft Outlook, through an add-in and a shared mailbox connection that log emails and calendar items against the stakeholder, Microsoft Teams for scheduling meetings, Mapolitical for UK political stakeholder data, Google Maps for location reporting, Zapier and a REST API. Power BI is supported today through scheduled exports, and Power BI reporting inside Tractivity arrives before the end of 2026. Ask us about any other system you need to connect and we will tell you what is possible today rather than in principle.

Do transport organisations use multiple tools together?  Yes. Some transport projects use Tractivity for stakeholder relationship management alongside survey tools for online questionnaires or community platforms for map-based consultation. Tractivity serves as the central system of record that integrates all engagement activity.
Can a CRM be customised for transport stakeholder management? CRMs can be customised, but approximating consultation workflows, multi-project coordination and planning-ready reporting usually takes extensive and ongoing development, while purpose-built platforms provide them as standard.
How does software handle large consultation volumes?

Purpose-built platforms are designed for transport projects generating high volumes of stakeholder interactions, supporting bulk import of consultation responses, issue tracking at scale and streamlined reporting, which spreadsheets and generic tools cannot do reliably. Transport for the South East replaced 20 spreadsheets with Tractivity and now manages five times the contacts in less than a quarter of the time.

Selecting the right platform for your transport project

Choosing stakeholder engagement software for a transport project should begin with an assessment of planning obligations, consultation scope, project complexity and timeline.

Where formal consultation, multi-project coordination, auditability and lifecycle continuity are required, purpose-built stakeholder engagement platforms such as Tractivity provide a structured and scalable foundation.
