For teams in the water sector
The PR24 evidence pack provides customer engagement, communications, regulation and programme teams in the water sector with a structured way to show how customer insight informs decisions. Use the template and evidence log to meet Ofwat’s expectations by evidencing that engagement is robust, credible and directly linked to outcomes.
Guide
The Evidence Pack Template
What Ofwat expects of customer engagement under PR24, a structured seven-part template to evidence it, the red flags to avoid, and a quick checklist.
Self-Audit
Evidence Log
A spreadsheet to log every engagement against the commitment it informs. A summary tab scores how complete your evidence is, in particular whether you record what changed as a result.
Why now?
PR24 is no longer about writing the plan. Since the final determinations were published in December 2024, companies have moved into delivery through to 2030, and scrutiny has shifted with it. Ofwat is putting a delivery monitoring framework in place, requiring companies to report on progress every six months. The first assured delivery plan progress report is due on 17 August 2026.
Customer engagement runs through all of it. Companies are expected to keep showing how customer insight informs what they deliver, and that evidence base carries through into the next review.
This pack helps you keep that record straight from the start.
The part teams find hardest
Running the engagement isn't the hardest part. It’s evidencing what changed as a result - the ‘you said, we did’. That means bringing together research, events, surveys and operational insight from different teams, often over five years, into a record you can produce on demand.
That auditable record is what Tractivity is built to keep. Every engagement is logged against the customer or stakeholder it relates to, and then themed and linked to the commitment it informs, ready for when Ofwat, your board or your challenge group requires the report.
At Anglian Water, Tractivity supports stakeholder engagement across a diverse and complex landscape, including communities, regulators and environmental groups. By centralising engagement activity and feedback, teams can keep a complete, auditable record and clearly show how stakeholder insight informs decisions and meets regulatory expectations.
